I know nothing about the licensing of the Department of Health know, but I know that the organic part of your question CERT. Today are cosmetics are not subject to organic certification because it is administered by the FDA, not USDA and FDA are not certified organic origin. I think this will change within 2 to 15 years (the gummint works sloooowly and it took about 15 years to the USDA) received the organic farming in place.

But to get to Certificates Contact OEFF (Power of Ohio and the Association of Bio-http: / / www.oeffa.org) as most of the work of organic certification in CPR. I think NOFA is also a local certification PA. I used to be certified by organic OEFF and the people are nice to work with and knows exactly what to do.
